How Military Pay Raises Are Determined

Military basic pay raises are set annually by Congress through the National Defense Authorization Act (NDAA). The baseline formula is to match the Employment Cost Index (ECI) — a measure of private-sector wage growth published by the Bureau of Labor Statistics.

The ECI data used for the 2027 pay raise will be the Q3 2025 figure (released October 2025). Congress may choose to go above or below the ECI. In recent years they have matched or exceeded it, reflecting bipartisan support for military compensation.

In 2026, Congress passed a 3.8% raise — 0.5% above the ECI — in response to retention and recruiting challenges and the "Warrior Dividend" initiative for junior enlisted.

2027 BAH Forecast

BAH (Basic Allowance for Housing) rates are set annually by OSD based on rental surveys conducted each year. After a 4.2% average increase in 2026, the 2027 BAH adjustment will depend on rental market trends throughout 2026.

Current indicators (as of April 2026): rental markets in most military metros have stabilized or slightly declined from their 2022–2024 peaks. The 2027 national average BAH increase is projected at 2–4%, with high-cost markets (San Diego, DC, Honolulu) potentially seeing lower percentage increases than lower-cost bases.

2027 Pay Raise FAQ

When will the 2027 military pay raise be announced?

The official 2027 pay raise percentage will be confirmed when the FY2027 NDAA is signed into law, typically in December 2026. However, DoD's budget proposal (submitted in spring 2026) will give a strong early indication.

Will junior enlisted get extra increases again in 2027?

It depends on Congress. The Warrior Dividend in 2026 was a one-time targeted boost. However, retention and recruiting pressure on junior enlisted remains high, so additional targeted increases for E-1 through E-4 remain politically popular and possible in the 2027 NDAA.
